Mmm UKTV is owned by BBC - I reckon the best bet to pick up a programme like SPN would be Channel 5, looking at the kind of shows they have on Five USA etc. I'm assuming because Sky Living dropped it there's no chance it would appear on Pick because that is a Sky channel (though free). If this campaign gets it onto a free to view channel it will be most excellent! What was the other petition you saw? Do you have a link?
